Purpose of consultancy: The Sustainable Development Goals (SDGs) were formulated in 2015 as part of the Post-2015 Development Agenda, which sought to create a future global development framework to succeed the Millennium Development Goals. It is the universal agenda of sustainable development, calling on all nations to pursue a holistic strategy that combines economic development, social inclusion, and environmental sustainability.

This year, the UNFPA GCC will be providing technical assistance to a national statistical entity in the GCC to develop the first statistical report on Sustainable Development Goals (SDGs). In this regard, the office is looking for a consultant to develop a statistical report based on data ranging from 2015 to the most recent available. The report has to be comprehensive using contemporary thoughts such as various visualizations including utilizing infographics for data, various scenarios and analysis display, according to UNFPA and international standards, integrating national statistics and the relevant indicators and goals of the Country. The report is expected to be high quality Arabic (modern standards Arabic) highlighting the statistical figures, which can be presented at the United Nations level.

The report may also identify areas that need improvement and provide information on indicators that could accelerate the nations efforts to achieve its national vision and the SDGs.

Scope of work:

Meetings (virtual or in-person) with the focal points at the statistical entity, other relevant national stakeholders and the UNFPA Project Manager.

Submit a work schedule and a timetable detailing each phase of work. Agree with the stakeholders on the methodology.

Holistic review and analysis of the statistical data and its SDG indicators and targets from the year 2015 to the latest available data.

Regular meetings with the stakeholders and UNFPA Program manager to update on the progress in line with the work plan.

Draft statistical report (including visualizations, e.g. infographics, graphs, tables, maps, etc.) integrating the outcomes of the analysis of the SDG indicators and it statistics. The report has to and identify the strengths and the weaknesses of the in addition to the lessons learned.      (Components/sections for the report as outlined in the deliverables section)

Revisions in the draft review report according to the feedback from the stakeholders.

Revise and submit the final report based on the suggestions and feedbacks.

Objectives:

Develop a statistical report that meet all quality standards including language, visuals and results display (infographics) and formatting based on the data available, to showcase the progress achieved in the nationalization of the SDG’s and targets.

Key findings and recommendations for improvement, and propose relevant action plans ensuring alignment with the international standards.

Outputs / Deliverables:

A Brief Inception report with proposed methodology.

A work schedule and a timetable for completing each phase of work with the deliverables to be submitted for the approval from the National partners /UNFPA FP.

Submit a draft report according to the work plan and as mutually agreed with the FP’s at the National Statistics organization and UNFPA program manager.

Submit the final formatted SDG statistical report incorporating the feedback/inputs from the population taskforce and the UNFPA FP.

​​​​​Required expertise, qualifications and competencies:

Education:   Master’s degree or Doctorate in the field of Population & Development, Statistics, Demography or related fields.

Knowledge and Experience:

Highly proficient in oral and written communication skills in both Arabic (native Arabic speakers) and English languages is a must.

15 years of relevant experience in the field of Population & Development, Policies, Demography, Data Analysis, Statistical Modeling, Statistical Research and reporting or related fields.

High proficiency in IT applications/tools in the field of statistics, data projections (infographics, etc.), Population & Development is a must.

Expertise in drafting statistical reports in high quality (Arabic/ English).
